Reckless Operation Arrest - 115 Mph in 55 Mph Zone

suspect Ndayizeye Aime ClispeBow, New Hampshire – On Saturday, February 11, 2023, at approximately 5:10 PM, Sergeant Jeffrey Ardini was on duty and conducting traffic enforcement on Interstate 93 in the Town of Bow as part of Operation Safe Commute.

After assisting Troopers with an unrelated crash on the southbound side of Interstate 93, just south of the Interstate 93 and Interstate 89 junction, Sergeant Ardini proceeded to the emergency vehicle crossover at the Grandview overpass.  While in this location, Sergeant Ardini observed a dark colored coupe travelling northbound on Interstate 93 and approaching at an extremely high rate of speed. Sergeant Ardini was able to target the vehicle with a LIDAR speed-measuring device and received a steady speed-reading of 115 MPH in this posted 55 MPH zone. As Sergeant Ardini tracked the vehicle with the LIDAR, he observed the vehicle make a lane change, from the center travel lane to the left travel lane, squeezing between two other vehicles. Sergeant Ardini was able to identify this vehicle as a grey two-door coupe missing its front bumper.

Sergeant Ardini exited the crossover and stopped the vehicle just south of the Exit 14 off ramp. The vehicle was identified as a 2013 Hyundai Genesis, 2-Door Coupe, Color Grey.

The driver of the vehicle was identified as Ndayizeye Aime Clispe, Age: 20, Bow, NH.

Clispe was taken into custody without incident and charged with a violation of NH RSA 265:79 – Reckless Driving.  Clispe was transported to the Troop D Barracks and processed. Clispe was bailed on his own personal recognizance and ordered back to the Concord District Court at 8:15 AM on March 31, 2023.

A conviction related to a violation of NH RSA 265:79 carries a 60-day loss of license / operating privilege, and up to a $1,200.00 fine.
